Driftsprincipen för denna är en cylindrisk tank monterad på en ram från ett ånglok och fylld till ungefär hälften med vatten som korsas av en ström av ånga, cirka 10 bars tryck, levererad av en fast ånganläggning. I slutet av denna fyllnadsprocess har vattnet i lokets tank nått den temperatur som motsvarar det införda ångtrycket (ca 200 °C). Loket kopplas bort från fyllningsstationen och kan ge dragkraft med hjälp av den värmeenergi som finns lagrad i vattnet. När loket rullar sjunker vattentemperaturen och därmed ångtrycket i cylindern. När ett tryck på cirka 2 bar uppnås måste loket återvända till fyllningsstationen och cykeln börjar om.

The motor coach N° 26 and the trailer N° 121 were built in the service's workshops at Limpertsberg (Luxembourg). The construction of whole tramways was decided on during the 1920's and 1930's: on one hand, to reduce unemployment, which was quite significant at the time and, on the other, to reduce the communal budget deficit. When the tramway system was dismantled in Luxembourg, this motor coach and trailer were made available to the tramway museum de Schepdaal in Brussels due to a lack of space, while they were waiting to be brought back to Luxembourg again.

Fördelen med denna typ av lokomotiv är att det är mycket enkelt och robust, det mest komplicerade på ett vanligt lokomotiv (med panna) är pannan. Det var därför billigt att anskaffa och underhålla. Dess körning är enkel och kräver inte högutbildad personal. Lokomotivets avgaser består endast av vattenånga, förbränningsgas och rök. Det kan därför köras säkert i täckta områden och inom tillverkningshallar. Nackdelen är naturligtvis att ha en begränsad räckvidd och kräva ett distributionsnät för ånga. Detta fanns inte tillgängligt för alla typer av användningar i stålverken.
