Due to construction work, the La Plaine - Satigny line is currently only single-track; therefore, the TER coming from Valence in the background has to slow down a bit until the TER to Lyon, partially visible on the right in the picture, clears the track. This was, of course, not very helpful for a  successful  photo, but on the other hand, it shows the operation up close.
